What is Technical Assistance Fund (TAF) ?
The technical assistance Fund is a fund put in place to ensure that those country partners and other potential clients who are unable to pay for the technical assistance they require from the TSFWCA can apply for it in support of the assistance.

Core FunctionsUp
The core functions of TSF-WCA are as follows :
- Establish strong links to sources of technical assistance both at the national regional and international levels.
- Recruit consultants and establish linkages with other technical assistance providers (consulting firms).
- Establish and maintain comprehensive database of relevant consultants and assignments.
- Promote its services to potential clients in the region.
- Manage all technical assistance contracted to it effectively.
- Provide professional development for national and regional consultants
- Strengthen the capacity of country partners to manage their technical assistance
- Provide quality assurance of technical assistance
- Liaise closely with the UNAIDS Secretariat, the UNAIDS Regional Support Team and other relevant stakeholders

Organizational StructureUp
The following partners/authorities provide structured orientation at different levels to the TSFWCA team based in Ouagadougou :
- UNAIDS Geneva at the global level,
- UNAIDS Regional Support Team (RST) Dakar at the regional level,
- Consortium, BASP’96 et GC-CCISD. at the operational level.
The core team consists of professionals, including : a Coordinator, Capacity Building Advisers, and Technical Assistance Managers.
The responsibilities of each team member are :
Coordinator : Provides overall policy and operational guidance to the TSFWCA ;
maintains Facility assets (equipment inventory, purchasing) ; manages budget and human resources, manages TSF internal operations
Capacity Building Advisers : Conduct needs assessments of existing individuals and organizations providing technical assistance ; identifies potential TSFWCA clients (e.g. government, civil society, Organizations etc.) and evaluates capacity-building needs ;
develops and delivers periodic training events to strengthen the capacity of local consultants ; and develops and pilots capacity building strategies such as mentoring, shadowing, etc.
Technical Assistance Managers : Manage consultant database, including evaluating the CVs of potential consultants ; ensure quality control of assignments (soliciting feedback from clients, monitoring follow-up on services) ;
finds opportunities to recruit qualified consultants ; fields requests for technical assistance and negotiates service contract with clients ;
and ensures rapid response to TA requests.

Project PartnersUp
The key partners of the project are country national councils for AIDS control (NCAC), the institutions of the UN system (UNDP, UNICEF, etc,) regional institutions (WAHO : West African Health Organisation ; ECCAS : Economic Community of Central African States, etc), the Global Fund (Principal beneficiary, sub-beneficiary, CCM).
The implementation partners are made up of a consortium composed of the Support Office in Public Health’96 (BASP’96) located in Burkina Faso and Benin, the Consultancy Group of the International Centre for Health and Development (GC-CCISD) based in Quebec- Canada. The project is an initiative of UNAIDS which is the main funding source.
ONUSIDA
The Joint United Nations Program on HIV/AIDS (UNAIDS) is the initiator of the TSF concept based on the recommendations of its Programme Coordinating Board (PCB) in 2002.
This concept was developed and approved by PCB in June 2003 with funding made available for the implementation of the TSF projects in 2004-2005.
UNAIDS is therefore the main provider of financial support to the implementation of the TSFWCA.
UNAIDS Secretariat in Geneva provides the oversight responsibility of the TSFWCA at the global level as well as the provision of technical backstopping.
UNAIDS Regional Support Team (RST) Dakar has the main objective of providing guidance and coordination on issues relating to TSFWCA at the regional level as well as the provision of technical backstopping.

BASP’96/GC-CCISD is the Consortium managing the implementation of TSFWCA.
BASP’96 is in-charge of the administrative supervision of the core team with its office based in Ouagadougou, Burkina Faso and supported by GC-CCISD whose office is based in Quebec, Canada.

Le GC-CCISD
GC-CCISD is a Canadian company established in Canada under the Canadian law with over 20 years of experiences in improving the health of the poor population in Africa and other developing countries. GC-CCISD is well known for its achievement in the fight against HIV/AIDS (e.g. SIDA 1, SIDA 2, and SIDA 3 projects) in West Africa.
